What an employee really costs in Uzbekistan

For a private employer in Uzbekistan the arithmetic of a hire is refreshingly short: the salary you agree, minus 12% income tax the employee pays out of it, plus 12% social tax you pay on top of it. In 2026 both rates are unchanged. That gives one number worth memorising: a hire costs you about 27% more than what the person actually receives in hand. Here is the formula, a table for common salary levels, and the costs that are not taxes but are absolutely part of the price.

The two taxes, and who pays what

Income tax (НДФЛ) is 12%, withheld from the employee’s salary — you transfer it, but it is their money: a 5,000,000 som salary means 4,400,000 in hand. Inside those 12%, 0.1% goes to the employee’s individual accumulative pension account (ИНПС).

Social tax is the employer’s own cost on top of the payroll: 12% for ordinary businesses, 25% for budget organisations. It does not reduce the employee’s pay — it increases yours.

Both rates are flat. No progressive scale, no caps — which is why the whole calculation fits in one row of a table.

Sums in som per month. Formula: in hand = salary × 0.88; total cost = salary × 1.12. Total ÷ in hand ≈ 1.27 — the 27% wedge.

The floor: minimum wage

A full-time salary cannot be below the МРОТ — 1,271,000 som per month since 1 August 2025 (a raise to 1,360,000 has been announced for 1 September 2026). Advertising or contracting below it for a full-time role is not a negotiating position; it is a violation.

Costs that are not taxes but are real

The tax wedge is the predictable part. The rest of the price of a hire arrives on its own schedule:

  • Paid annual leave and sick-leave obligations — budget time off from day one rather than discovering it in month eleven
  • A workplace: equipment, software seats, uniform, tools — often a month’s salary equivalent up front
  • Onboarding time: someone senior spends real hours for weeks; that time has a salary too
  • Recruiting itself: reposting, screening and interviewing have a cost in hours even when every channel is free
  • A mis-hire is the biggest line of all — months of salary plus a restart; the cheapest insurance is a precise vacancy and a real probation plan (how probation works)

Contractor instead of employee? Carefully

Paying someone as a service contractor (ГПХ) instead of hiring them looks cheaper until the relationship is actually employment — fixed schedule, your equipment, your management, monthly pay. Relations like that risk being recognised as labour relations with back obligations to match. Use civil contracts for genuinely project-based work, not as a wrapper for a staff role.
