What a state kindergarten teacher is paid (2026)

State kindergartens pay on a grid: every position has a coefficient that is multiplied by the minimum wage. The coefficients are set in Annex 2a to Cabinet of Ministers resolution No. 275, «Pay of managers, teachers and other staff of the state preschool education system» (as amended by presidential decree UP-51 of 19 March 2025). From 1 September 2026 the minimum wage is 1,360,000 som (decree UP-115 of 23 June 2026).

Since 1 June 2024 kindergarten teachers with higher education have been paid on the same rates as school teachers (decree UP-79, item 3(e)), so their grid matches the school teacher salary page. Teachers with secondary vocational education were not included in that equalisation, and their coefficient is much lower. Monthly rates for one full position (stavka):

• higher education, no category — 3,992,960 som (coefficient 2.936)
• second category — 4,470,320 som (3.287)
• first category — 4,980,320 som (3.662)
• highest category — 5,503,920 som (4.047)
• secondary vocational education — 2,335,120 som (1.717)

Assistant kindergarten teacher salary (2026)

An assistant teacher (yordamchi tarbiyachi) has no qualification categories — the rate depends only on education. With a teaching qualification (higher or secondary vocational) the assistant is paid 2,131,120 som (coefficient 1.567); with any other education, including general secondary, 1,698,640 som (1.249).

A teaching qualification therefore adds 432,480 som a month. From August 2025 to August 2026 the two rates were 1,991,657 and 1,587,479 som.

Speech therapist, psychologist, music staff, director

The same grid covers the other kindergarten positions (from 1 September 2026, one full position):

• language teacher, speech therapist, special-needs teacher, and a teacher of the preparatory group (ages 5 to 6–7) with higher education — the same as a kindergarten teacher, 3,992,960 to 5,503,920 som; with secondary vocational education 2,528,240 som
• psychologist — 3,629,840 som with no category, 4,403,680 som in the highest category; with secondary vocational education 2,528,240 som
• music staff, choreographer, instructors — 2,148,800 som with no category, 2,792,080 som in the highest category; with secondary vocational education 1,954,320 som
• director — 6,359,360 som in a kindergarten with 9 or more groups, 5,940,480 som with up to 8 groups

How the rate is calculated, and what is added to it

The formula is coefficient × minimum wage. For a teacher with higher education and no category: 2.936 × 1,360,000 = 3,992,960 som. When the minimum wage rises, every rate rises by the same percentage — by 7% on 1 September 2026.

A qualification category is not a percentage supplement but a separate coefficient: compared with the no-category rate, the second category pays about 12% more, the first about 25% more and the highest about 38% more.

The weekly workload of a kindergarten teacher is 36 hours (25 hours in specialised multi-profile kindergartens); a speech therapist or special-needs teacher works 24 hours and a language teacher 18 (Cabinet resolution No. 10 of 5 January 2018, item 12). In state specialised kindergartens and in groups for children with disabilities, managers, teachers, medical staff and assistant teachers receive 100% on top of the rate (item 9).

Covering for an absent teacher is paid at 100% of the rate, but the total workload may not exceed 1.5 positions (item 7³, added by resolution No. 740 of 24 November 2025). All amounts on this page are gross, before income tax.

Kindergarten teacher salary in a private kindergarten

Private kindergartens are not tied to the grid and set pay themselves. Across job ads for January–August 2026 the median salary offered to a kindergarten teacher is 4,812,500 som and the average 4,787,618; in August the median was 5.0 million and the most common offer 6.0 million (gorodrabot.uz). Most vacancies are in Tashkent, Samarkand and Fergana.

For comparison, a state kindergarten pays a teacher with higher education and no category 3.99 million, and one with secondary vocational education 2.34 million.

Why different websites show different figures

Many pages still carry last year’s numbers. From 1 August 2025 to 31 August 2026 the minimum wage was 1,271,000 som, and the same coefficients gave a teacher with higher education and no category 3,731,656 som and one with secondary vocational education 2,182,307 som. Some sites also compound percentage raises instead of using the grid, so their figures drift from it.

There is only one correct calculation: the coefficient from resolution No. 275 × the current minimum wage. From 1 September 2026 that gives the figures above.
