State pay for doctors, nurses and orderlies (2026)

In state medical institutions pay follows a grade scale: every position and qualification category has a grade, and every grade a coefficient (Annex 1 to Cabinet of Ministers resolution No. 276, as amended by resolution No. 661 of 10 October 2024). The coefficient is multiplied by the minimum wage, which is 1,360,000 som from 1 September 2026. Since 2022 medical workers’ coefficients have also carried an uplift: 1.15 for the highest and first categories and 1.1 for the second category and staff without one (decree UP-136 of 17 May 2022).

Monthly pay for one full position in an outpatient clinic, gross and before supplements (no category / second / first / highest):

How the rate is calculated — and why other sites show less

An example: a specialist doctor in the highest category is on grade 9, coefficient 3.482. 3.482 × 1.15 × 1,360,000 = 5,445,848 som. Hospitals pay more than outpatient clinics, because the rate is also multiplied by the institution’s group factor, from 1.03 to 1.15; supplements for the position and working conditions come on top.

Some calculations online leave out the 1.15 or 1.1 uplift from decree UP-136, which gives the same doctor 4,735,520 som. Others still start from the old minimum wage of 1,271,000 som, or add each raise’s percentage to an old figure. There is only one correct formula: grade coefficient × uplift × the current minimum wage.

The Medical Workers’ Day bonus

Medical Workers’ Day falls on the second Sunday of November — 8 November in 2026. From this year, staff of state medical institutions receive a bonus of one minimum wage for the day, currently 1,360,000 som (presidential resolution PQ-336 of 9 November 2025). It is paid from each institution’s fund for material incentives and development.

The bonus goes to everyone employed by a state medical institution, not only doctors and nurses. Private clinics are not covered by the resolution.

What changed in 2026, and what changes in 2027

On 1 September 2026 the minimum wage rose to 1,360,000 som and budget-sector pay went up 7% (decree UP-115 of 23 June 2026). Medical pay is tied to the minimum wage, so every rate above rose with it. Since 1 January 2026, staff of state clinics that have passed national accreditation are also entitled to a monthly supplement of 10% of their salary (resolution PQ-336, item 7).

From 1 January 2027 there are monthly supplements for qualifications (decree UP-191 of 10 September 2026): nurses and male nurses with a bachelor’s degree get one minimum wage on top (1,360,000 som at today’s level), with a master’s degree two (2,720,000 som), and family doctors who completed a family-medicine residency four (5,440,000 som). State-funded residents are to receive a stipend of 2.15 minimum wages — 2,924,000 som.

In November 2025 a 100% supplement for nurses with higher education was discussed at a meeting with the president, but the decree that was signed sets the minimum-wage supplements from 2027 instead.

The new pay system in pilot districts

Since 1 July 2025 a new pay system has run in pilot districts, and since 1 January 2026 across the whole of Samarkand region (decree UP-88 of 19 May 2025). The base there is also a multiple of the minimum wage, with different coefficients: family doctor 5.63 (7,656,800 som), senior nurse 3.81 (5,181,600 som), mid-level medical staff 3.46 (4,705,600 som), junior staff 2.16 (2,937,600 som). A certificate from the family-health programme adds another 100% of the base, and in district and city central hospitals doctors’ salaries were raised 20% and mid-level staff 10%.

The system has not yet been extended to the rest of the country.

What job ads offer doctors

Official statistics put average pay in healthcare and social care at about 4.44 million som a month (January–June 2026), the lowest of the major sectors against a national average of 7.09 million. That figure covers everyone in the sector — nurses, orderlies, administrative staff — so it says little about what a doctor earns.

Job ads, posted mostly by private clinics, offer more: the median advertised salary for a doctor is 6.76 million som, and the most common figure is 10 million (January–August 2026, gorodrabot.uz). August alone had a 6 million median, but one month is too little to draw conclusions from — look at the whole period.

How much a dentist earns

The median advertised salary for a dentist is 4.53 million som a month (January–August 2026); 5 million is the most common offer, and August’s median was 4.3 million. It sits below the doctor median not because dentists earn less: the search pulls in assistants and junior staff, while experienced dentists usually work for a percentage of each patient, which ads rarely show.

How much a surgeon earns

In a state clinic a surgeon is paid 4,229,192 to 6,046,424 som depending on category (see the rates above). In job ads the median salary for a surgeon is 4.67 million som, with 5 million the most common offer (January–August 2026). There are few ads, so monthly figures swing: August’s median was 4 million.

Private centres usually pay surgeons a base plus a percentage of operations, and their ceiling is well above the state scale.

Doctor salary in Tashkent

There is no separate statistic for doctors in Tashkent. The capital averages 12.01 million som, 1.7 times the national figure, and it has the most private clinics, diagnostic centres and dental practices.
